PSSR Compliance in Three Clear Levels

PSSR 2000 (Pressure Systems Safety Regulations) applies to all pressure systems including compressed air receivers, pipework, and associated equipment. The regulation requires a Written Scheme of Examination for any system where a defect could cause danger. That is most compressed air installations. The typical compressed air system contains several items of pressure equipment that fall under PSSR: the air receiver (or receivers), aftercooler and moisture separator, refrigerant dryer pressure vessel, and any pipework and fittings rated above 0.5 bar above atmospheric pressure. Systems where the stored energy exceeds 250 bar litres (operating pressure in bar multiplied by receiver volume in litres) require a Written Scheme. A standard 500 litre air receiver at 8 bar stores 4,000 bar litres, well above the threshold.

Do I need PSSR compliance for my compressor?

PSSR 2000 applies to pressure systems where a defect could cause danger. This includes compressed air receivers, aftercoolers, and associated pipework in most commercial and industrial installations. Specifically, PSSR applies to systems where the stored energy exceeds 250 bar litres, calculated as operating pressure in bar multiplied by receiver volume in litres. A standard 500 litre air receiver at 8 bar stores 4,000 bar litres, which is well above the threshold. Even smaller receivers on 5.5 kW compressors typically exceed 250 bar litres. The only compressed air systems generally exempt are very small units with no receiver or with receivers below the stored energy threshold.

What is the difference between PSSR and a Written Scheme of Examination?

PSSR (Pressure Systems Safety Regulations 2000) is the regulation. A Written Scheme of Examination is the document required under PSSR. The Written Scheme details what equipment needs examining, how it should be examined, and the maximum interval between examinations. PSSR is the law. The Written Scheme is how you comply with it. Some competitors refer to WSE compliance as if the Written Scheme is the regulation itself. It is not. PSSR 2000 contains several duties: identifying all pressure systems, establishing a Written Scheme, ensuring examinations are carried out by a competent person, keeping records, and acting on examination reports. The Written Scheme is one part of your PSSR obligations, not the whole of it.

We already have insurance inspections. Do we still need this?

Insurance inspections and PSSR examinations are not the same thing. Your insurer's inspection covers their risk. PSSR requires a Written Scheme prepared by a competent person, with examinations carried out to that scheme. In practice, the overlap depends on your insurer. Some insurers' Competent Person organisations (such as Zurich or HSB) will prepare the Written Scheme and carry out examinations to it. Others only inspect for insurance purposes and leave PSSR compliance to you. We review your current arrangement and identify any gaps, so you know exactly where you stand before HSE arrives.
